Oulton Neighbourhood Plan

​

Oulton Parish Council for the last 17 months have been working with the wider community to develop a neighbourhood plan.  This plan will shape our Parish for the next 15 years.  We have worked with the community and independent agencies to develop our own planning policies and community action plans.  Once our Neighbourhood Plan has been adopted by East Suffolk Council (by way of a referendum with the residents), it will influence planning applications and help shape how our Parish develops whilst retaining our wonderful rural ambiance.  Councillors on the Parish regard our area as a unique place to live & work and will help maintain this for future generations.

​

We are currently consulting on the pre-submission (Regulation 14) draft of our Neighbourhood Plan, inviting your feedback on the draft policies prior to finalising it for submission to East Suffolk Council and the Broads Authority.

​

We will be having an 'open event' at the Oulton Community Centre on Saturday 16 October 11 am - 5 pm where Councillors of the Parish will be available to go through the workings of this document by way of displays and one to one talks if required.  Views assessment document and Heritage assets will be on display.  These locations were chosen by you, the community, after consultation and were agreed worth preserving.

Upcoming works - B1375 Corton/Blundeston and Oulton - 20 Sept 2021 to 24 September 2021

Suffolk Highways are planning to carry out surface dressing associated works along B1375 Corton/Blundeston and Oulton, as detailed below. The works are programmed to take place between 20 and 24 September 2021, between 9.30am and 3pm each day. The roads will be closed for the duration to ensure that we can carry out our works safely.

Suffolk Highways plan roadworks in advance, and schedule extra days to allow for bad weather or other delays beyond their control. If they need to make major changes to work dates, they will update the information signs on site.

 

A plan showing the diversion route for these works is below. When Suffolk Highways close the road and put a diversion in place, the route needs to be accessible to vehicles of all shapes and sizes. They make diversions as clear as possible by placing appropriate signing along the route. Proposed Residential Planning Policy WLP2.14 - Land North of Union Lane, Oulton

​

This is undeveloped land on Parkhill and part of the site of the former Lothingland Hospital and burial grounds.  Allocated for a residential development of approximately 150 dwellings.  The site will be developed at a density of approximately 30 dwellings per hectare (2.471 acres) Vehicular access to be off Parkhill with an additional pedestrian and cycle access provided on to Union Lane. 

Oulton Parish Council held a consultation event on Saturday 5 June 2021 in Oulton Community Centre.  The event was very well attended.  Oulton Parish Council listened to residents concerns and comments and compiled their response below.

Lowestoft’s Gull Wing officially marks the start of construction

​

The start of construction work on Lowestoft’s Gull Wing has been formally marked today (22 March 2021), despite officials not being able to host a traditional groundbreaking ceremony at the site, due to Covid lockdown restrictions.


Instead, a video featuring a range of people involved with the scheme has been released, including Jack and Hayden, former Somerleyton Primary School pupils who won the schools competition to give the Gull Wing its name.


In the video, a number of facts about the Gull Wing are revealed, such as how long it will take to open when ships need to pass underneath, and how many tonnes of concrete will be used during construction.

Countdown to Census Day 21 March 2021

As we approach the 21st March, the national media campaign to promote the Census is now in full swing, and many households will already have received their Census invitation or paper questionnaire.

​

There will be two dedicated ‘Census Support Centres’ (CSC) in East Suffolk – one at the Marina Centre in Lowestoft which will be operated by staff from East Suffolk Customer Services, and one at the Station House in Campsea Ashe operated by the social enterprise there. They will not be open to the public at present, but can offer telephone assistance with completion of a Census form and answer general enquiries.

The works are programmed to take place between 8 and 12 March 2021, from 9am to 3pm each day. The roads will be closed for the duration of the works to ensure that we can carry out our works safely.

For the duration of the road closure, traffic will be diverted via B1074, A143, B1534, A47, B1375, B1074 and vice versa.

 

As they plan roadworks in advance, they schedule extra days to allow for bad weather or other delays beyond our control. If they need to make major changes to our work dates, we will update the information signs on site.

Later Life Community Connect

​

Thanks to the support of Suffolk Community Foundation, a new support service for older people in Suffolk is starting on Monday 8th February 2021.  Later Life Community Connect is a single point of access telephone support line with a “real” person at the end of the phone, between 10am – 2pm, seven days a week.

 

They will be offering the following:

 

•             A “real” person answering the phone between 10am – 2pm, seven days a week to speak to any older person or anyone worried about issues around later life

•             A referral system using both the Warm Handover (SIP) and other local organisations to support any needs or worries that the caller may have

•             Regular and agreed follow-up calls from Later Life Community to the individual to check how they are getting on, have they heard from the other organisations, do they have any other needs?

•             Regular welfare calls for older people with trained volunteers

 

Different from the Information & Advice Service that was previously provided by Age UK Suffolk, this is based on a person centric model, with open-ended questions and a listening ear.  As we all know, often the issue or concern that is the initial prompt for the call, is not necessarily the only (or main) reason for the call.  This service is about working collaboratively to ensure that the caller gets the support that is needed – and as we all know, there are many amazing organisations in the county that provide vital support for older people – its often just that there is not that single point of access, and people don’t always know where to call.

 

It is their intention that with time, Later Life Community will become the advocate for older people in Suffolk – something that has been missing for some months.

East Suffolk Council is currently carrying out research to help shape the future of open spaces and sports facilities in the District. This includes parks, play areas, allotments, cemeteries, playing pitches (such as football, rugby, cricket, bowls and tennis) and indoor facilities (such as sports halls and swimming pools).

​

As part of this, Knight, Kavanagh & Page (KKP) consultancy has been commissioned to carry out work to understand the supply and demand of open spaces and outdoor and indoor sports facilities in East Suffolk, whether managed by the public, private or voluntary sector.

Alongside this, the Council also wants to hear from residents, businesses and other interested parties what their view on the future of open spaces and outdoor and indoor sports facilities look like.

The aim of the consultation is to identify priorities and allocate resources across council-owned and managed open spaces in the future, while at the same time conserving and enhancing them to maximise community benefit.

Also, a new bench has been installed by the pond today (16 Dec. 20). Weary walkers now have a place to rest and more will be going in soon.

Thank you to everyone who completed the previous Neighbourhood Plan Questionnaire in 2018.  This survey builds on the findings of that and asks some more specific questions that will help us to draft the plan.  A Neighbourhood Plan is a key planning document produced by residents to influence the future type and location of growth in the parish.  

​

Participation in the survey is totally voluntary but, if you decide to take part, your time is very much appreciated.  All responses will be treated as anonymous and you are not required to provide your name or contact details.  By completing the survey, you consent to allowing your responses to be used by the Neighbourhood Plan project.  All information will be stored securely on UK-based servers, compliant with GDPR rules.

East Suffolk Council Cycling and Walking Strategy

​

Cycling and walking is imperative in supporting better physical and mental health, reducing our impact on the environment and decreasing congestion on our roads.  East Suffolk Council is at the early stage of producing a Cycling and Walking Strategy, which will supersede the Waveney Cycle Strategy (2016).

​

There is still time for you to comment on this strategy, by visiting East Suffolk Council's consultation website and leaving your comments.  The consultation period has been extended and responses will be accepted until 5 pm on Monday 7 December 2020.

Ready, steady, census

​

The decennial census is almost upon us.

​

Households across Oulton will soon be asked to take part in the nationwide survey of housing and the population. It has been carried out every decade since 1801, with the exception of 1941.

​

Information from the digital-first census will help decide how services are planned and funded in your local area. This could mean things like doctors’ surgeries, housing or new bus routes.

​

Households will receive a letter with a unique access code in the post, allowing them to complete their questionnaire online. Paper questionnaires will be available on request. Census day is March 21.

​

Remembrance Sunday 8 November 2020

​

As in past years on Remembrance Sunday, Oulton Parish Council, placed a commemorative wreath at the Lowestoft war memorial.  Despite, COVID-19 restrictions which had caused cancellation of the usual public ceremony Oulton Parish Council was able to pay respect to lives lost in war and conflict.

Defibrillator installed at Oulton Community Centre 

​

Oulton Parish Council has, with the help of generous donations, installed a 24/7 Community Public Access Defibrillator (CPAD) outside Oulton Community Centre.  The Parish Council would like to thank The Otium Centre, Oulton Community Centre and user groups and Suffolk County Council.  Thanks also to Jayne Biggs of Heart 2 Heart Norfolk for supplying the defibrillator.

​

It is proven that effective use of an Automatic External Defibrillator to cardiac arrest patients in the first few minutes, can increase the chance of survival to 90% making it so important to have local access.

​

The CPAD is installed in a locked security cabinet.  The code to access the unit is released by the ambulance service when they receive a 999 call and the control room operator identifies a patient is having a cardiac event.  No prior training is needed to operate a CPAD as it delivers instructions on where to place the pads on the patient and clear spoken prompts.

​

Disability Advice North East Suffolk Outreach Service - serving the communities of Lowestoft, Beccles, Bungay, Southwold and Halesworth and the surrounding areas.  With more than 30 years' experience of providing free, impartial advice to anyone with a disability, long term health condition, their carers and the professionals who work with them, Disability Advice North East Suffolk (formerly DIAL Lowestoft & Waveney) continues to be there to assist.  Whether you have a life-long disability or simply find that you can't do what you used to do, they can offer advice and support about welfare benefits, employment (including seeking work), transport, care needs and much more besides.

All of their advisers are trained professionals who can talk to you by phone or email.  In some circumstances they can arrange to make a home visit to assist with welfare benefit claims.

Oulton Poors Trust

 

Oulton Poors Trust in its early form was started by the Parish Rector and Lord of the Manor in the early 1800s and is independent of Oulton Parish Council. It was set up to help members of the community who needed urgent that support.

There are five trustees, one of those being the Parish Rector who is usually the Chair of the Trust. The Trust is a registered charity registered with the Charity Commission.

The main condition for an application for support is that the person must live within the Oulton Ecclesiastical boundary. The Trustees will confidentially look at each application and the level of support needed to help the person or family through an immediate crisis or need.

The help given can, for example, take the form of emergency food, basic cooking equipment or special purchases needed to ease day to day living needs. To gain support it is important that all recognised ways of obtaining support have been applied for, such as state benefits or from the Local Authorities and that those applications have either not been successful or there are delays in that help arriving. The help from Oulton Poors Trust is usually a stop gap to help whilst waiting for official help or help where the nature of the need cannot be met in any other way.

Oulton burial site:  Sutton Hoo-era Anglo-Saxon cemetery discovered

​

A "nationally significant" Anglo-Saxon cemetery with 200 graves dating back to the 7th Century has been revealed.

​

The graves were uncovered in Oulton ahead of the construction of a housing development.

Suffolk Highways - Upcoming works - U5054 Borrow Road, Lowestoft - 9 July 2020

​

Suffolk Highways are planning to carry out road repairs on U5054 Borrow Road, Lowestoft on 9 July 2020. This will require a road closure (9am-3.30pm) from Prospect Road to Romany Road. This will ensure that they can carry out works safely. Traffic cones may also be placed to prevent on-street parking, so their work site is unobstructed.

 

For the duration of the closure, traffic will be diverted via Prospect Road, Hall Road, B1375, A1117, Commodore Road, Caldecott Road, Borrow Road and vice versa.
